Richmond Council OK's Same-Sex Benefit Ordinance

RICHMOND, Virginia - Richmond City Council has approved an ordinance extending benefits to the spouses of employees in same-sex relationships.
But the move is symbolic. Virginia's constitution defines marriage as between a man and a woman.
Media outlets report that council members approved the ordinance Monday on a 5-3 vote. Councilwoman Kathy C. Graziano abstained.
Graziano said that she doesn't consider passing an ordinance that can't be enforced as good policy.
Council President Charles R. Samuels supported the ordinance. He said it's similar to pre-emptive measures that Richmond has taken to prepare for the potential privatization of state ABC stores.
