Ugandan President to Sign Anti-Gay Bill

Ugandan President Yoweri Museveni plans to sign a measure into law that will sentence those convicted of homosexuality to life in prison, BuzzFeed reports.

Government spokesman Ofwono Opondo took to Twitter Friday to make the announcement which was confirmed to Buzzfeed by National Resistance Movement spokeswoman Evelyn Anite.

Museveni's decision to sign the bill may come to a surprise to some as he's said in the recent months that he opposes the measure and he won't approve it even if he's under pressure from Ugandan lawmakers.

"There has been pressure from religious leaders and parliament to sign the bill into law," presidential spokesman Tamale Mirundi said early last month. Mirundi also said that the president "won't rush to assent the bill before he studies it."

"President Museveni is a practical president, he takes decisions based on analysis and not on how many support it or are against it," he added.

Not long after that, Museveni said that he is against the measure, saying that "abnormal" people should not be jailed or killed.

The president made his decision after a panel from Museveni's National Resistance Movement party, with medical backgrounds gave him a report that found homosexuality is not an inborn trait. BuzzFeed notes that Museveni would sign the bill if "I have got confirmation from scientists that this condition is not genetic."

"Speaking as a medical doctor ... homosexuality is just deviant behavior. It can be learned, and it can be unlearned," the committee co-chairman Chris Baryomunsi told BuzzFeed Thursday.
